Syria's U.N. Ambassador Mikhail Wehbe — whose country is the only Arab council member — said his group was following up on a decision taken by Arab foreign ministers in Cairo earlier Monday, calling on the United States and Britain to withdraw troops from Iraq immediately and without condition.

Wehbe said representatives from the Arab world want the council to "stop the aggression against Iraq and the Iraqi people and to ask for withdrawal," of foreign forces.

Kuwait, which has come under Iraqi missile attacks since the war began last week, did not support the call for the meeting.

While the council may agree to discuss the war and the grievances of the Arab ambassadors, the United States and Britain — both permanent council members — would not allow the group to push for any kind of resolution that condemned the war.
